1. Amaç & Purpose

IQM Belgelendirmenin yönetim sistemleri belgelendirme hizmetlerinde ücretlerin belirlenmesini açıklamaktadır. & IQM Certification describes the determination of fees in the management systems certification services

2. Tanımlar & Definitions

• Başvuru ve Doküman İnceleme Ücreti: Başvuru işlemleri ve başvuru sırasında incelenmek üzere kuruluş tarafından verilen Kalite El Kitabı, prosedürler, başvuru formu gibi dokümanların, belge talep edilen referans standarda göre değerlendirilmesi amacıyla kuruluştan alınan ve hiçbir surette iade edilmeyen ücrettir. & Application and Document Inspection Fee: The application procedures and the documents such as Quality Handbook, procedures, application form given by the organization to be examined during the application are the fees that are not returned from the organization in order to evaluate the document according to the reference standard requested.
• Belgelendirme Denetimi Ücreti: Hazırlanan denetim planına göre kuruluşta gerçekleştirilen belgelendirme denetimine ait ücrettir. Bu ücrete denetim görevlilerinin sayısı ve inceleme süresi esas alınarak denetim görevlileri yol ve konaklama masrafları ilave edilir. Belgelendirme Denetimine ait Ücreti başvuru olumlu karşılanırsa kuruluşta gerçekleştirilecek incelemeden sonra kuruluşa belirtilen hesap numaralarına yatırılır. & Certification Audit Fee: According to the audit plan prepared, the fee for the certification audit performed in the organization. This fee is added to the inspection officers' travel and accommodation expenses based on the number of inspection officers and the inspection period. If the application is welcomed, the Fee for Certification Audit will be deposited in the account numbers specified to the organization after the examination to be carried out at the organization.
• Gözetim Denetim Ücreti: Belgeli kuruluşa, yıl içinde yapılacak gözetim denetimleri karşılığı olarak alınan ücrettir. Bu ücrete denetim görevlilerinin sayısı ve inceleme süresi esas alınarak denetim görevlileri yol ve konaklama masrafları ilave edilir. & Surveillance Audit Fee: It is the fee charged to the certified institution in return for the surveillance audits to be performed during the year. The number of inspection officers and the inspection period are mainly added to the inspection officers' travel and accommodation expenses.
• Takip Denetimi Ücreti: Belgelendirme ve gözetim denetimleri sırasında belirlenen uygunsuzlukların kuruluş tarafından düzeltilip düzeltilmediğini belirlemek amacıyla yapılan takip denetimi karşılığı alınan ücrettir. Bu ücrete denetim görevlilerinin sayısı ve inceleme süresi esas alınarak denetim görevlileri yol ve konaklama masrafları ilave edilir. & Follow-up Audit Fee: It is the fee collected for the follow-up audit made to determine whether the nonconformities determined during the certification and surveillance audits have been corrected by the organization. This fee is added to the inspection officers' travel and accommodation expenses based on the number of inspection officers and the inspection period.
• Yıllık Belge Kullanım Ücreti: Belge kullanma karşılığı olarak her yıl için tahsil edilen ücrettir. Gözetim Denetimi neticesinde belgenin askıya alındığı durumlarda askı süresini kapsayan ay/aylar için bu ücret tahsil edilmez. Ancak faturası tahakkuk edilen yıllık belge kullanma ücretleri askı veya fesih durumlarında geri ödenmez. & Annual Document Usage Fee: It is the fee collected for each year in return for using documents. In cases where the document is suspended as a result of the Supervision Audit, this fee is not collected for the months / months covering the suspension period. However, the annual document usage fees for which the invoice is accrued are not reimbursed in cases of suspension or termination.
• Kapsam Genişletme Denetim Ücreti: Belgeli kuruluşun belge kapsamına yeni eklemek istediği yeni konular için yapılan kapsam genişletme denetimi karşılığında alınan ücrettir. & Scope Extension Control Fee: It is the fee charged for the scope extension control for new issues that the certified organization wishes to add to the scope of the document.
• Adres Değişikliği Denetim Ücreti: Belgeli kuruluşun belge kapsamındaki faaliyetlerinin gerçekleştiği adreste değişiklik olması ve bu durumun proseslerini etkilediği durumlarda yapılan adres değişikliği denetimi karşılığında alınan ücrettir. &  Address Change Control Fee: It is the fee charged for the change of address made in cases where the document's activities within the scope of the document changes in the address where the certified organization takes place and if this affects its processes.

4. Uygulama & Application

4.1 Tetkik Ücretlerinin Belirlenmesi & Determination of Audit Fees

Firma başvurusunun alınmasının ardından Planlama Sorumlusu tarafından TL.03 Tetkik Sürelerinin Belirlenmesi Talimatı na uygun olarak denetim süresi hesaplanır. Tablo 1 de belirtilen tetkikçi a/g ücreti, başvuru ücreti ve yıllık belge kullanım ücreti hesaplanarak firma için belgelendirme ve gözetim ücretleri belirlenir ve FR.03 Belgelendirme Teklifi hazırlanır. & After receipt of the firm's application, the audit period is calculated by the Planning Officer in accordance with the TL.03 Audit Duration Determination Instruction. Certification and surveillance fees are determined for the company by calculating the auditor a / g fee, application fee and annual document usage fee specified in Table 1 and FR.03 Certification Offer is prepared.

Tablo 1: Teklif hazırlanmasında kullanılan a/g, belge kullanım ve başvuru ücretleri aşağıdaki gibidir.

Fiyat teklifleri belgenin geçerli olacağı üç yıl için verilir. Genel müdür tercihi ile üç yıllık fiyat toplamı 3 eşit parçaya bölünerek ilk belgelendirme ve gözetim için aynı olacak şekilde fiyatlandırılabilir. & Quotations are made for three years from which the document will be valid. By the choice of the general manager, the three-year price sum can be divided into 3 equal parts and priced to be the same for the initial certification and supervision.

Ek belge ve/veya belgede değişiklik ücreti 1500 TL + KDV dir. & Additional document and / or change fee in the document is 1500 TL + VAT.

Denetim ekibinin yol, konaklama vb. giderleri denetim ücretine dahil değildir. & The audit team's road, accommodation, etc. expenses are not included in the audit fee.

Müşteri talebi doğrultusunda fiyatlandırma döviz cinsinden yapılabilir. & Pricing can be done in foreign currency in accordance with the customer demand.

Fiyat, piyasa koşulları dikkate alınarak ±% 50 oranında indirim veya arttırma yapılabilir. Uygulanacak olan eksiltme veya arttırma oranına aşağıdaki değişken parametreler göz önünde bulundurularak karar verilir. & The price can be reduced or increased by ± 50% considering the market conditions. Decrease or increase rate to be applied is decided by considering the following variable parameters.

• Yolda geçen süre & Time on the road
• Denetimin tam gün olmamasına rağmen denetçiye tam gün ücreti ödenmesi & Full-time fee paid to the auditor, although the audit is not full-time.
• Kadrolu / yarı zamanlı denetçi kullanım farklılığı & Staff / part-time auditor usage difference
• Denetçi ücretleri arasındaki fark & Difference between auditor wages
• Teknik Uzman kullanılma durumu & Technical Expert use
• Teknik uzman ücretleri arasındaki fark & Difference between technical expert fees
• Komite üyeleri bütçeleri  & Committee members' budgets
• Sektörler arasındaki ücret farklılıkları & Wage differences between sectors
• Rekabet koşulları & Competition conditions
• Müşterinin faaliyet gösterdiği bölge koşulları & Conditions of the region where the customer operates

4.2  Mali Yükümlülükler & Financial Liabilities

Kuruluş bu talimat ekindeki çizelgelerde verilen ve yukarıda tanımlanan IQM Belgelendirmeye tahakkuk edilecek ücretleri, fatura edilmesini takip eden 10 gün içerisinde IQM Belgelendirmeye ödemekle yükümlüdür. Bu süre zarfında ödeme yapılmamışsa kanuni mevzuatlar uygulanır & The organization is obliged to pay the fees that will be accrued to the IQM Certification given in the tables attached to this instruction to the IQM Certification within 10 days following invoicing. If there is no payment during this period, legal regulations are applied.

4.3 Ücretlerin Tahakkuk Esasları & Reasons of The Fees

Belgelendirme hizmeti ile ilgili olarak Yurtiçi alınacak müracaat ve doküman inceleme, belgelendirme denetimi, gözetim denetimi, takip denetimi ve yıllık belge kullanım ücretleri, IQM Belgelendirme tarafından tespit edilen miktar ve oranları kapsayan ücret çizelgelerine göre tahakkuk ettirilir. Bu çizelgelerde yapılan değişiklikler, değişiklikten önceki kazanılmış haklar geçerli olmak kaydıyla uygulamada değişiklik tarihi esas alınarak IQM Belgelendirme web sitesinde yayınlandığı gibi ayrıca belgeli kuruluşlara da tebliğ edilir. & Domestic application and document inspection, certification audit, surveillance audit, follow-up audit and annual document usage fees related to the certification service are accrued according to the fee schedules covering the amounts and rates determined by IQM Certification. Changes to these charts are notified to the certified organizations as well as published on the IQM Certification website based on the change date in practice, provided that the vested rights before the change are valid.

4.4  Ücretlerin kuruluşlara tahakkuku ve kuruluşun mali yükümlülükleri & Accrual of fees to organizations and financial obligations of the organization

Kuruluşa, yönetim sistemleri kapsamında IQM Belgelendirme ile FR.04 Belgelendirme Sözleşmesi’ni imzaladıktan sonra madde 4.1’ de belirtilen ücretler ilgili denetimler gerçekleştirildikçe tahakkuk ettirilir. & After signing the FR.04 Certification Agreement with IQM Certification within the scope of management systems, the fees specified in item 4.1 are accrued as the relevant audits are carried out.

Ücretler, IQM Belgelendirmenin FR.03 Belgelendirme Teklif Sözleşmesinde tanımlanan banka hesap numaralarına yatırılır. & Fees are deposited into bank account numbers defined in FR.03 Certification Offer Aggreement of IQM Certification.

4.5 Anlaşmazlıklar & Disputes

IQM Belgelendirme tarafından yürütülen Sistem Belgelendirme Faaliyetlerinden yararlanan kuruluşlar bu talimat hükümlerine eksiksiz olarak uymayı kabul etmiş sayılır. Anlaşmazlık durumunda T.C İstanbul Anadolu Mahkemeleri ve İcra Daireleri yetkilidir. IQM Belgelendirme’ Yönetimi Tablo 1’ de belirtilen ücretleri belirlemektedir. & Organizations that benefit from System Certification Activities conducted by IQM Certification are deemed to have agreed to comply fully with these instruction provisions. In case of dispute, T.C İstanbul Anatolian Courts and Enforcement Offices are authorized. IQM Certification 'Management determines the fees specified in Table 1.

IQM Belgelendirme’ye bu kapsamda başvuran kuruluşlar Tablo 1 de belirtilen ücretlere göre ödeme yapacaktır. & Organizations that apply to IQM Certification in this context will pay according to the fees specified in Table 1.
